Not allowing the people of this Commonwealth to vote on the lottery question is the sort of intellectual arrogance that is unworthy of a Virginia that produced people such as Washington, Jefferson, Madison, Monroe and Patrick Henry. They believed that ordinary people were perfectly capable of exercising good sense and good judgment most of the time, given the opportunity to make their choices at the ballot box.
