• January 1983 — Mr. Estabrook presents an RCHS capital outlay proposal that calls for a new pre-fab gym, science classrooms, storage facilities, with the old gym to be remodeled into a library, storage and cafeteria space with additional second story classrooms. He estimates construction costs at $500,000 to $750,000. The superintendent notes that 96 percent of the high school’s classrooms are now used every period of every day; the only rooms not in continuous use are two specialty rooms (the building trades shop and classroom).
• February 1983 — Virginia Governor declares moratorium on Literary Loan funds for school construction; School Board tables action on capital outlay.
