“I had to go to the Maryland Racing Commission, then get a ruling from the Attorney General for permission to simulcast the races from California,” Mr. Groat explained. Breeders’ Cup and NSHA directors Duncan Patterson, D. G. Van Clief, George Strawbridge, Will Farish and Mr. Groat then began to iron out the details.
“There were times when not much was happening,” Mr. Groat explained. “But in late January the Breeders’ Cup board had approved the concept and they formed a committee to meet with a NSHA committee. The push was on. I had a video tape made to show them. I showed it in the press box at Camden during the Carolina Cup and it was sort of neat how it evolved. All the stumbling blocks and problems that came up, somehow we were able to work around them.
“Mike Letis was the liaison man from NBC-TV in New York. Bill Gallo, Bill Pape and Charlie Colgan from NSHA met with us and the State of Maryland was represented by Mike Nelson, who is assistant Secretary for the Department of Natural Resources.
“The proposed cost estimate for TV production for 8V2 minutes of time was between $175,000 and $200,000, but when we left the meeting, there was a general feeling it could be done. Governor Hughes said he would approve the plan but we would have to have local community support.”
