A third bill, which seems destined for passage, would recognize James Madison University as the state’s “flagship institution” in commemorating the 200th anniversary of U.S. Constitution.

Initially, the senator worded the bill to make JMU Virginia’s official “bicentennial university” in celebrating the Constitution.

But Sen. Miller said he had to change the wording because delegates and senators who graduated from other Virginia colleges and universities were offended that JMU alone should be given such status.

The sens tops most important bill, however, was defeated on the Senate floor.
