The creation of the Presidency and the separation of the executive Power from Congress was the outstanding achievement of the Constitution. The President was to provide leadership and embody, national unity, functions that were beyond Congress then and which remain beyond it now. In this dangerous world, the nation cannot afford to turn back the dock and watch the power of the executive erode.
