Even if the Strategic Defense Initiative (i.e., Star Wars) proved somewhat successful against some weapons, it would be useless against sabotage, terrorism and many other more conventional means of atomic attack, George Washington, James Madison or Benjamin Franklin notwithstanding. SDI proponents know or should know that there is no defense possible against nuclear attack. Why do they proceed with such a costly plan? Last year $29 billion of defense procurement went to California alone. A bottomless pork barrel such as this is hard to resist for such as Reagan, Shultz and Weinberger, all of whom come from California.
That's why Representative Hawkins thinks Star Wars appropriations are a good place to look for funds for useful social programs. Hawkins is interested in jobs too, but not necessarily contracts to manufacture weapons systems.
