A TMDL is developed by identifying all sources of bacteria, including humans, pets, livestock and wildlife, within a watershed. Once the relative prevalence of those respective sources is determined, water quality specialists will decide how much each source needs to be reduced in order to meet water quality standards.

In Virginia, the most common source of bacterial contamination is in-stream defecation by livestock. The TMDL plan will seek to eliminate all in-stream depositing of feces by fencing out livestock. Other major parts of the implementation plan will include correcting failing septic systems, planting vegetative buffers along streams and eradicating “straight pipes” that deposit sewage directly from development into streams. These measures are called best management practices.

Community participation is an integral part of the project, especially in planning and implementing the solutions, because landowners know most of the information necessary to restore the water quality of the streams. Local input on the project is imperative to ensure the plan is accurate and realistic.
