If we were to believe Jim Gilmore’s car tax promise that, if he is elected, the first $20,000 of the value of each vehicle will not be taxed, then we also have to ignore everything we’ve ever learned about: How government works; the extreme right wing of the Republican Party; and the distinction between truth and fantasy in politics.
Does anyone actually believe„that as soon as a governor takes office, he can actually implement, by executive order, an entire new tax structure without the approval of a state legislature? That legislature can change that plan beyond recognition.
