At the time ot the school board’s adoption of the new pay scale system, it was written into the motion that the index would be used only if funds permitted. The slashing of the teachers’ proposed increase from T'/t to 4'/< prompted school board chairman Beverly Massie to observe that this would make the index salary scale impossible. Buy-in costs to the new system , correcting inequities to senior and midlevel teachers , made the system impossible to adopt at under the 7% figure without some teachers taking salary cuts, an action forbidden by the wording of the original motion.
