RICHMOND — Flags at state offices flew at half-staff last week in recognition of the commonwealth’s crime victims and their families.

Gov. George Allen asked all state agencies to lower their flags when he declared April 22 through 26 Virginia Crime Victims’ Rights Week in conjunction with the National Crime Victims’ Rights Week.
