The company insists the line must be operational by summer 2011 to avoid potential “rolling blackouts” in Northern Virginia.

Review delays may mean line construction line delays, Norvelle said.

“So (Dominion’s) schedules are getting compressed, while the deadline of summer 2011 has not moved,” he said.

Dominion understands why the SCC staff wants to give its 1,000-plus page application “additional consideration,” Norvelle said. “We’re ready to move forward with whatever the hearing examiner decides to do.”

However, he emphasized that the company’s “still on track” to proceed with the existing review schedule.

PEC believes it makes sense to postpone the review process for the reasons the SCC staff cited, Lazaro said. “It is ‘novel and complex.’ That’s something we’ve been saying for some time.”
