the ordinances. In July 2004, the council voted to begin a study to identify historic buildings in Washington. The study was conducted by Cheryl Shepherd of Millennium Preservation Services, a preservation group in Warrenton, and was intended to help inform revisions to the historic district ordinances. Shepherd fielded questions at the council’s meeting last week.
The revised historic district ordinances are still in draft form and several steps away from becoming law. The council is also working on new historic district guidelines, which provide suggestions for rulings based on the historic district ordinances. Town Clerk Laura Dodd said that the guidelines are farther from completion than the historic district ordinances.
At its next meeting on Oct. 10, the town council will debate whether to expand the ordinances. Other issues that remain unresolved are whether the architectural review board should have a say in what color residents choose to paint their buildings, and whether skylights and solar panels should be exempt from ordinances.
