“I’m against the interbasin transfer of water,” said Mr. Guest. “I think those areas that have it should keep it.”
The proposed legislation also would eliminate the exemption farmers enjoy from limits placed on the amount of groundwater which can be withdrawn from the aquifer, Mr. Guest said.
