A second reason is the large number of voters who still have not been able to make up their minds about whom they prefer in one or more of the races. With time growing short before the balloting, the polls show the number of undecided voters to be remarkably large. This is a source of worry for the Democrats and of hope for the GOP.
Voter apathy, which has been a matter of puzzling concern during most of campaign season, is still rampant and threatens to remain so up to Election Day. The prospects o a low voter turnout, just as there Was a low response to earlier voter registration efforts, is very real. Th question is, whom v/ill it benefit?
In most previous years a low voter turnout has benefitted the Republican candidates. The theory is that the members of the traditional Democratic constituency groups are more likely to respond tc incentives not to go to the polls thar are the GOP loyalists. In other words, a rainy day would keep more Democrats at home than Republicans.
