Not until Dick McNear was persuaded to help did we make any progress.
• The present ordinance is not legally defensible. At least four local attorneys have told me the present ordinance is not legally defensible. It’s not specific and it’s vague.
The existing ordinance has worked the last several years not because of its legal excellence, but because economic conditions such as high interest rates, inflation and high gas prices stifled rural development everywhere. Those barriers to development don’t exist now like they did just a short time ago.
• Zoning is absolutely necessary. Many people do not realize how important the beauty of our county is to the economy. It attracts tourists and 1 new people who want to live here. These people, in turn, provide employment opportunities for local people in construction and service areas. This increases land and home values and helps keep property taxes down. The new people in our county pay more taxes than the cost of services they require.
• Half-truths have created misconceptions. The emotional furor among some people in the county has been created by half truths and untruths sprinlded with a few facts.
A revised version of the proposed ordinance will be better than the original document. If some of the opponents to the proposed, revised ordinance will stick to the facts and reveal their true goals and objectives, most of Rappahannock’s citizens will support a new ordinance.
