Other services to the people of Rappahannock County by Mr. Carrigan includes his donation of the use of the old school building auditorium to groups for cultural purposes, and his offer of water to the residents of Washington during the 1963 drought.
These services and more met the qualifications set by the DAR for the recepient of the Medal of Honor. The qualifications are that the award should go to a person who has provided leadership for the community that has led to positive action and benefits for the people, and who is patriotic and loyal to the country.
