A convention held in Philadelphia in May 1787, called by representatives from the 13 states, produced a document that would replace and improve the Articles of Confederation, a written agreement between the states that had been in effect since the end of the Revolutionary War.
Fifty-five delegates from 12 states came to the Convention at some time or other during the summer, but only 42 stayed until the Constitution was written. Of those, 39 signed the finished document into law on September 17, 1787. All states were represented.
Three men, George Mason and Edmund Randolph of Virginia and Elbridge Gerry of Massachusetts, at the end, felt they could not sign.
