Del. Guest, the House minority leader, did an “A-plus” job representing the present-day 31st District, said Mr. Darby. Del. Guest obtained proffer power for Rappahannock, among other accomplishments Mr. Darby listed. “As minority leader he certainly kept the Republicans organized. I’m absolutely looking forward to working with him.”
Mr. Darby said critics who say a Republican can’t have influence in the Democrat-dominated state legislature should look at the other side.
“I think a new Democrat has no influence because the only choice Jerry will have is when (Democratic majority leader) Tom Moss tells him how to vote which hand he will hold up.”
“Republicans,” he said, “are the voice of reason, particularly on budget issues.” Even though Republican initiatives don’t often get adopted in Richmond, they nonetheless have effect, he said.
He promised to “come back to the district time after time and to meet with people, with groups,” filling them in on “what’s going on with their money and with legislative issues.”
