without referendums, he would favor requiring referendums in towns and cities.
On land use issues, however, he would like to see the counties have more authority. He said such things as impact fees, transferable development rights, and zoning issues should be a matters of local option. “1 believe anything that has to do with land use should be solved at the local level,” he said. “I would not like to have somebody from Wise County decide what we can have in Rappahannock, Fauquier or Warren.”
On the Dillon Rule, which limits the authority of local governments, Mr. Wood said, “I’m not for repeal pf the Dillon Rule, but I am interested in ways to modify it when it comes to land use and education.”
Mr. Wood said he has not decided yet whether the state formula for funding education should be changed. He said the whole question of how to get more money for education is "really tough.”
