He favors granting to counties the taxing authority currently given to cities and towns (on meals, cigarettes, etc.) but opposes the “revolutionary effects” that overturning the Dillon Rule would, he said, bring about. The Dillon Rule, unique among states to Virginia, retains for state government all powers not expressly granted to counties and cities.
