According to Shepherd, no citizen will be forced to participate, but the town council and the survey team hope that all property owners and businesses will, so that the data collection will be complete.
If there is some reason that an individual cannot meet with the survey team during the two-day survey period, team members will make every effort to follow up or can leave the forms to be filled out. If no one is home, the survey team will leave a notice on the front door saying they were there, and asking the property owner to contact them.
Some citizens have expressed concern about having strangers on their properties. Normal survey proceedure is that team members will knock on the door, speak to the property owner or tenant and officially identify themselves. After discussing the survey form and collecting the information, it might be necessary for Health Department representatives to examine the drainfields and check backyards for obvious problems.
