Thomas theorizes that the personal property tax is so unpopular because it is really the only tax that Virginians pay directly out of their own pockets.
State income taxes are withheld from pay checks and people are used to that. Sales taxes are added on to purchase prices. But when personal property bills arrive, those who pay them must write checks, sometimes for hundreds of dollars, and pay 32 cents to send them off to the tax collectors.
